The Institute of the Legal expertise has the form of a modern expert school and is also the research guidance centre of developing training, advanced training and upgrade qualification system for the officers of state judicial bodies and law enforcement officers. This modern expert school uses progressive methods and educational technologies which help to prepare competitive specialists with the high level of competency and develop for scientific researches and further research results, efficiently applying the outcomes in the system of governmental service.
There have been already prepared the Memorandums on cooperation between KAZGUU University and:
– The General Prosecutor’s Office of the Republic of Kazakhstan;
– The Ministry of Internal Affairs of the Republic of Kazakhstan;
– The centre of the Legal Expertise of the Justice Department of the Republic of Kazakhstan;
– The central customs laboratory of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan.

In accordance with the order of the Chairman of the Board of JSC KAZGUU University Narikbayev T.M., № 1-367-1/11 on December 1st, 2011 the development centre for court experts was found. According to the order № 1-205/12 from 14.07.2012 the Development Centre was modified into the Institute of the Legal Expertise. Doctor of Juridical Science, Professor Seytenov Kaliolla Kabaevich is the director of the Institute, Salienko Vasiliy Vasilievich acts as the Chief Specialist and Salukov Rustem Ravilievich is the Leading Expert of the Institute.

There have been already prepared the Memorandums on cooperation between KAZGUU University and:

In order to strengthen the international links and activate cooperation in the sphere of judicial expert practice and reciprocity of judicial expert institutions, scientific community and educational establishments of the Eurasian Economic Union, the following documents were signed:
– The Agreement for cooperation and strengthening of mutual contacts between KAZGUU University and FBI Russian Federal Center of legal expertise under the Ministry of Justice of the Russian Federation;
– The Agreement for cooperation and strengthening of mutual contacts between KAZGUU University and State Agency «Scientific practical center of National Committee of legal expertise of the Republic of Belarus».
– The Memorandum of cooperation in the field of educational and scientific practice between KAZGUU University and Federal State educational establishment of higher professional education «Volgograd Academy of RF Interior Ministry».
The contracts were established together with the Chief Forensic Center of the Ministry of Internal Affairs of the Republic of Belarus, Federal State Educational Institution of Higher Professional Education “Moscow State Law Academy named after O.E. Kutafin” and VSSPU Federal State Educational Institution in order to ensure quality education for students, studying in the field of “Law” and “Law enforcement”, and for master students in the field of “Law”.
The textbook “Forensic handwriting examination of manuscripts executed in the Kazakh language” and teaching practical manual “Inspection of the scene” from the series “Chemistry for criminologists” were published.
The textbooks “Chemistry of metals in the service of criminology” and “Chemistry for criminologists” were published in collaboration with leading scientists of the KAZGUU University and Volgograd Academy of Ministry of Internal Affairs of Russia.
The work is carrying out the development and writing of the “Innovative Technologies in forensic science” textbook in collaboration with Volgograd Academy of Ministry of Internal Affairs of Russia and KAZGUU University’s professor-teaching staff.
The educational sessions/lectures are conducting in compliance with the current educational curricula at the Institute. The Institute engages leading scientists and practitioners from neighborhood and other foreign countries. The modern educational technologies and multimedia presentations supplied by computer software are used in the classrooms. Furthermore, the most recent forensic examination techniques of inspection are applied. Moreover, except for traditional questions, other cutting edge questions are also discussed. It relates with production of complex interdepartmental expertise with the participation of the forensic experts.
The Institute has developed teaching and methodological support for the educational process. Moreover, the work is leading on creation of an electronic database of normative acts/documents and professional literature in the field of forensics and criminology. {/spoiler} {spoiler title=Strategic aims of the Institute opened=0}
Strategic aims of the Institute for forensic examination are as follows:
– to meet the needs of General Prosecutor’s Office of the Republic of Kazakhstan, the Ministry of internal affairs, the Center for forensic examination by the Ministry of Justice of the Republic of Kazakhstan in professional development, trainings of law enforcement officers and forensic experts.
– to encourage cooperation in exchange of international experience in the development international cooperation in the fields of Education and Research;
– to organize professional development of employees of State institutions, organizations and companies.
Professional development aims to improve and update professional skills of employees in criminal processes, forensic examination and criminalistics.

{/spoiler} {spoiler title=The performance of the Institute opened=0} One of the KAZGUU Institute for forensic expertise mission’s direction is the training of the highly proficient and competent officers of the law enforcement agencies and forensic experts, who are capable of effective qualified performance within forensic and criminal investigation.
The performance of the Institute is carried out by the following directions:
– Formation of the academic and methodological base for tutorials, extension courses, training and re-training law enforcement agents;
– Training of the forensic experts of the judicial authorities, prosecution, internal affairs and customs officers.
The FBI Legal Attache’s Office department of the U.S Embassy in Astana held a course on the basis of the Institute with powder experts of the National Security Committee of the Republic of Kazakhstan and Home Office of the Republic of Kazakhstan on topics: «After burst investigation», «Explosives and homemade explosive devices», as well as «Financing international terrorism». The special FBI agents, law enforcement and Institute for forensic expertise officers were involved in the tutorials.
At the «Academik» scientist’s club of the KAZGUU the Institute carried out a round-table meeting on the topic: «The development of the special knowledge institute within the project of the new Code of Criminal Procedure of the Republic of Kazakhstan” and “Urgent issues of the conventional forensic expert examination».
International Judicial Forum was held jointly with the Legislation and Judicial and Legal Reform Committee of the Majilis of the Parliament of the Republic of Kazakhstan on October 1 – 2, 2015 on the topic: «The development of the Forensic expert institute under conditions of the Eurasian economic union».
International Judicial Forum became a venue for the famous legal experts, executives of the state authorities and international offices, lawyers, representatives of the professional communities for holistic and constructive discussion of law enforcement and legal education issues at the modern stage of the society development.

Laboratory for criminalistic and special forms of Studies

Functions of the laboratory – A laboratory for criminalistic and special forms of Studies is meant for conducting research on graphology/ handwriting (identification of the executive’s identity, writing and signature), technical research of documents (determination of technical falsification of documents, revealing invisible notes and records, content reinstatement of damaged documents), identification of a person by photo (portrait research) with a help of software based technical package «Rastr».

A laboratory of forensic and ballistic studies and offensive weapons

Functions of the laboratory. This laboratory is designed to do research aiming to identify the type, mode of firearms by means of fired bullets, cases and shot wales taken from places of occurrence, and to find out the exact weapon through fired bullets and cases with the help of Automatized Ballistic Identification System (АБИС)»Arsenal». In this laboratory studies are conducted on subject identification belonged to firearms that are aimed to fire a target (human being, animal) using human’s power.

A laboratory of fingerprinting studies

Functions of the laboratory – It is aimed to teach listeners how to identify, fix and recovery fingerprints in the place of occurrence and to store them ( setup of the database)with automated system ( ADIS «Papylon»), and to conduct studies for identification of a definite person through skin covering of fingers.

A laboratory for experimental studies

Functions of the laboratory. This laboratory has a ball trap for shooting off firearms and installation «Speed» that allows identifying the speed of shots. The laboratory provides with boards equipped with important materials for testing and practical classes.

{/spoiler} {spoiler title=Forensic testing area opened=0} Purpose of the forensic testing area: it is intended for evident reproduction and carrying out practical class on the crime-scene investigation of the scene of the following types of crimes: murder (suicide), theft, robbery, hostage taking, rape and others. Classes are held with university students, investigators, interrogators and experts-criminalists of the Interior Affairs. For the high-quality of the educational process, the rooms the forensic testing ground are designated to have various focus of training in execution of investigative actions. The apartment (figuratively) – imitation of the apartment furnishings for carrying out a practical training on the crime-scene investigation on different types of a crime (theft, murder, rape). A savings bank (figuratively) – imitation of the office room for carrying out a practical training on the crime-scene investigation on different types of a crime (robbery, murder, hostage taking). The square (figuratively) – imitation of the street or square for carrying out a practical training on crime-scene investigation of different types of a crime (murder, robbery).
