Since 1887, the history of the Kustanay firefighting service begins. At the same time, a fire observation tower was erected. The first fire chief was Matvey Filippovich Pomeschikov. He was transferred from Orenburg to Kostanay in 1904. He was at the head of the fire service and worked there until 1927. The Kostanay fire department had a fire-fighting crew of 16 people (1 junior unterbrandmeister and 15 men). They had at their disposal 14 draft horses, 3 fire pipes in motion, 1 hand pipe, 1 mulberry motion, 6 barrels in motion, 8 water tanks, 59 axes, hooks, crowbars, 12 cowls and water butts. And this is for 16185 ‘souls of both sexes’ living in Kostanay at that time.

The fire observation tower was located on the main square of the city. Now it is also the center of the city, one of the main streets is al–Farabi Street, where the main attractions of Kostanay are located.
