On February 08, 2024, the following issues were considered at the meeting of the Educational and Methodological Association (EMA):

1. On the change of the profile subject at the UNT on the EP «International Law»

2. The industry qualification framework «Forensic expertise». Development and updating of professional standards «Forensic expertise» for 2024 (Branch Council for Professional Qualifications in the field of forensic expertise under the Ministry of Justice).

3. The Project Management Group (PMG) – Textbooks with updated content:

5. Discussion of the course «Ashyk qogamdagy adam kukygy» from the list of courses on the Coursera platform, approved at a meeting of the Republican Educational and Methodological Council and presentation of the conclusion of the EMA in the field of «Law».

On the first issue «On changing the core subject at the UNT on the EP «International Law» of the meeting agenda, S.G. Pen, deputy chairman of the EMA in the direction of «Law», spoke. Pen S.G. settled on three main arguments:

– The first one, a foreign language, is a universal basic competence. At the moment, it does not determine the specifics of the future profession in any way.

– The second argument is the criteria for assessing competencies for the direction of law. Does the subject «Fundamentals of Law» serve as a sufficient criterion in determining these competencies? The specifics of this subject, if you open its standard program, are expressed in the fact that it forms the necessary competencies: the concept of «state», «law» in socio–political life, key categories such as morality, law, law, freedom, responsibility and so on. Here, a foreign language is just a background tool for getting information.

The third argument is additional entrance tests and selection criteria, which can be set by any university according to the standard rules of activity.

Representatives of MAQSUT NARIKBAYEV UNIVERSITY, KIMEP, SDU UNIVERSITY and national universities – L.Gumilev ENU, al-Farabi Kazakh National University, E. Buketov KarSU spoke on the first issue. A lively discussion broke out on the issue of changing the profile subject at the UNT on the EP «International Law», «Fundamentals of law» to the subject «Foreign language». The vote on the first item on the agenda was put to an online vote via Microsoft Forms.

On the second issue of the EMA meeting, T.A. Shagdarova, a member of the Sectoral Council for Professional Qualifications in the field of forensic expertise under the Ministry of Justice of the Republic of Kazakhstan, chief expert of the Institute of Forensic Experts in Astana, Republican state–owned enterprise «Center for Forensic Examinations of the Ministry of Justice of the Republic of Kazakhstan, Teaching professor MAQSUT NARIKBAYEV UNIVERSITY, spoke. The main purpose of the creation of the branch Council is to coordinate issues related to the development of professional qualifications in the field of forensic expertise and the development of an Industry qualification framework «Forensic expertise» and the regulation of activities according to the approved list of types of forensic examinations for which professional standards have been approved.

Shagdarova T.A. dwelled on the requirements of the PS for obtaining the qualification of forensic experts, noting that further work is planned for this year to review the draft professional standards in the field of forensic examination. Government agencies are developing these projects and directions for members of the Industry Council to study, make proposals and further approve these standards. Since the members of the EMA in the direction of «Law» are ENU. L.Gumilyova, Al-Farabi Kazakh National University provide educational services at the magistracy level in the field of forensic examination, then the educational programs of the magistracy must meet the requirements of Professional standards for types of forensic examinations.

An educational publication can be assigned the EMA stamp after making minor corrections and without the need for a second review – 30%

For educational publications in the state language:

At the suggestion of representatives of the organization of higher and postgraduate education – members of the EMA in the field of Law, there was not enough time to familiarize themselves with these textbooks, and colleagues asked to extend this issue for a month in order to familiarize themselves with educational publications. This proposal was supported by the Presiding Meeting of the EMA in the field of Law and representatives of the EMA member universities.

The agenda of the meeting was completed by the question – Discussion of the course «Ashyk qogamdagy adam kukygy» from the list of courses on the Coursera platform, approved at a meeting of the Republican Educational and Methodological Council and the presentation of the conclusion of the Educational Institution in the direction of «Law». Akhmadi M.A. – Vice–Provost for Science MAQSUT NARIKBAYEV UNIVERSITY informed representatives of the EMA in the direction of «Law» on the examination conducted by Abylaiuly A. PhD, Assistant Professor MNU International Law Program Director. The chairperson of the meeting of the EMA – Chairman of the EMA T. M. Narikbaev recommended that all representatives of the EMA member universities watch the course again «Ashyk qogamdagy adam kukygy», which is posted on the Coursera platform (the link was sent to all members of the EMA) and send your recommendations.
